Valuation evidence plays a crucial role in business planning for the water industry, including for setting outcome delivery incentive (ODI) rates. Accent and PJM Economics were commissioned by South East Water to design and implement a stated preference survey to estimate the values to attribute to six bespoke performance commitments (PCs) in a manner consistent with the approach taken in the Collaborative ODI research carried out for Ofwat and CCW. The present study has adhered to Ofwat’s published standards for high quality research (Ofwat, 2022) throughout.
This document is the final study report. It describes the survey design, and the administration of the household and non-household surveys and presents findings and conclusions.
